Sandy is right on the mark. Your County is mandated by Pa Law to have a composting site. The material is free for pick-up and most communities do not deliver.
To be on the safe side I would have a bag of granular 10-10-10 with minerals fertilizer and a granular form of Sevin on hand. The fertilizer with minerals will stabilize the mix and the Sevin will help keep the pest that grew in the pile from infesting your investment in time and money. Good Luck.
