That means levelling all the frets to an equal height in order to facilitate a real low action without string buzz hassle. Sometimes more priceworthy guitars (i.e. also Epiphones) need fret levelling, even when they jump out of the box brandnew, to suit the demands of players who like a really low action, also worn frets of older guitars need levelling sometimes. This job is known as a fret dress.

Steelpriest hit the nail on the head with his response. I'd like to also add that part of the process (if desired) also involves shaping the ends of the frets to smoothen them out and remove any sharp edges. This is especially useful if your neck doesn't have any binding and will provide a smoother feel.
A word of warning, though. Let an experienced luthier or guitar tech handle this for you. I've heard horror stories of folks attempting to do this themselves and rounded off the fret end too much causing the high E string to slip off the fretboard when using vibrato.
BTW, welcome home brutha!! I've been to the sandbox twice since the war started and I have a great appreciation for what you guys in our sister service do.
